بر اساس گزارش آژانس بین المللی انرژی اتمی (2010) میزان یارانه های سوخت فسیلی در سال 2009 معادل 312 میلیارد دلار و در سال ماقبل آن یعنی 2008 معادل 558 میلیارد دلار بوده است. این در حالی است که ابتکار جهانی سوبسیدها (Global Subsidies Initiative)، سوبسیدهای جهانی تولیدکنندگان را سالانه حداقل 100 میلیارد دلار برآورد کرده است.
The IISD’s Global Subsidies Initiative is seeking support for a proposal to the UN Conference on Sustainable Development (Rio+20), 4–6 June 2012, on fossil-fuel subsidy reform.
We believe the Rio+20 conference provides an important opportunity for countries to undertake a pledge to:
1. Phase out fossil-fuel subsidies that undermine sustainable development.
2. Assist other countries to phase out fossil-fuel subsidies that undermine sustainable development.
If adopted, the pledge will contribute to both themes of the conference, particularly: 1) Green economy in the context of sustainable development and poverty eradication. Fossil-fuel reform frees up valuable fiscal resources that can be redirected to fund sustainable development priorities, providing the opportunity to introduce more targeted measures to support low-income households, and it reduces greenhouse gas emissions and helps incentivize investments in renewable energy.
As you know, countries in the G-20 and APEC forums have already committed to phasing out fossil-fuel subsidies over the medium term. But, so far, progress has been disappointing. A pledge at the Rio+20 conference will broaden the commitment to other countries, as well as prompt the G-20 and APEC countries to advance the implementation of their commitment.
